directly or indirectly, to anyone whomsoever, under whatsoever name or
pretext.

The Government takes general administrative measures. Punishment shall only be imposed through general administrative measures by order of the law. The law regulates the applicable punishment.

TASKS OF THE COUNCIL OF MINISTERSArticle 122Subject to that which is laid down in the Rules of Order of the Council, that Council of Ministers has as tasks:
