CHAPTER III: The People

Article 56. The highest power of the state is exercised by the people through citizens who are eligible to vote: (1) in the elections of the State Assembly (2) in popular elections.
Article 57. An eligible voter is a citizen of Estonia who has reached the age of 18. A citizen of Estonia who has been declared incompetent by a court is not eligible to vote.
Article 58. The law can restrict participation in the elections for such citizens who have been found guilty by a court, or who are serving time at a place of detention.
